We called that "hadoken/force them to jump/shoryuken" trap "woodchucking". It was extremely effective from just out of of crouching short kick range if you had a nice, new, joystick to work with. I used it often on people who would challenge over and over again and be dicks, or people who, while they're playing against the computer, never want you to challenge them. This technique's effectiveness was seriously compromised with the release of Super Street Fighter, and after that never regained it's power. The main problem was removing the invincibility effect inherent in the shoryuken move (on your way up, invincible). Ah, memories. Good times.
